Varies enormously from country to country. In United Kingdom, Netherlands, Germany, Sweden, Denmark, Norway, you are safe more or less any time of day or night (but don't be alone or drunk at night). Other main European countries (France, Spain, Italy) are fine daytime and most of the evening, but get dodgy as you get towards midnight. I suspect (but don't know for sure) that former Eastern European countries are OK in daytime and in tourist areas, but very dodgy after dark or away from tourist areas.
Always move together, don't get drunk, don't accept card rides from single men (families OK).
Train service is Europe is excellent and cheaper than car, less stressful, and you see more, and meet more people. Absolutely the best (and most romantic) way to travel.
Train travel is most safe,and be careful with public transport in some areas ...if you like some advice dont avoid any major or middle European nations,every one of them has sights to show.

Just keep yourselves safe. Don't enter into any unmarked cars offering taxi services. Keep clear or "red light" districts or other areas where locals don't feel safe. Just use common sense and if it gets dark try to stick together.
I don't mean to scare you girls, and it's not like you'll be going to any terribly unsafe places (most European nations are very dafe, many more than the US). It's just that you'e young and somewhere foreign, and some people can notie and take advantage of that no matter where you are.
