Yes they are. The English, Welsh and Scots have two nationalities, the second nationality is British. People in England consider themselves either English or British, I call myself British for example, most people in Scotland consider themselves Scottish rather than British, unlike my Scottish grandparents who are proud to call themselves British. Sir Chris Hoy for his example is Scottish and proud to call himself British, but Sean Connery doesn't consider himself to be British.

To US yes.....but NOT in eyes of law...Only British nationality is defined in law and remember Northern Ireland too is part of UK.
