I can't say I've ever come across that notion to be honest. When I watch a film I don't generally think that the actors are speaking too slowly. Londoners definitely tend to walk quickly though because often people are rushing to meetings, to catch trains, to get back to the office etc.

I was based in London for a few years. After a while, I noticed that my colleagues in other parts of UK seemed to talk very slowly. I was on a course with another London based colleague. The others on the course noted how fast we talked to each other.

They tend to walk slowly because they are unfit. They talk at different speeds dependent on the individual.
