Are you all under 18? I ask this because, if there are no adults in your group you will not be allowed to check-in to an hotel. You most certainly will not be drinking or visiting CoffeeShops and, while you can visit the Red Light District, you cannot have sex with the girls there - you need to be 18 for all these activities and will need to show your passport as ID.
As you will be a tourist in the Netherlands, the local girls are not going to be interested in you. You will also be in tourist areas, and most girls you age will be in the suburbs - with their families, doing their homework, socialising with their friends etc!
