Are your parents just normal tourists? Then safe.
Are they running around waving the flag and going places maybe tourists should just avoid ? Then not safe.
Enjoy the scenery just stay out of the local politics. Normal security for a traveler on vacation in some other place.
Not precarious enough to raise too much trepidation. Odds are they'll be unscathed and will be just fine so fret not...unless they're asinine enough to decide to visit Novorossiya's Donetsk where the dreadful 777 incident recently occurred.
Ukraine's incumbent government so precipitously pointed the fault toward Pro-Russian insurrectionists...quite literally within minutes... which would incite suspicious speculation....
It's too imminent and it's quite paramount for there to be an investigative (preferably internationally delegated/led and as best of an impartial culmination of evidence and testimonies as possible) assessment of the situation to formulate any credulous verdicts. The Russian Federation may have prominent reasons to intervene to 'mitigate' this absolute conundrum. Now, mutually these political-disputatious factions are flinging vitriolic fecal matter at eachother, but whoever the savages are who so egregiously perpetrated this crime....deserves to reprimanded and prosecuted to the highest degree.
