If you are really interested in the answer - yes, there are. Driver candidates have to spend 3-4 months on the theoretical (driving rules) and practical classes (doing elements on a polygon, live driving through the city streets with an instructor). After that each candidate has to pass an exam held by the road police, which also includes the theory test, the polygon and the city driving.
GOOD GOSH! there are millions and you MUST go thru a course to be licensed. My friend's son put it best, a few days after finishing the course. "Everybody is a fool. No one obeys the law". That is similar to USA, turn signals, speeding, beating red lights, etc. drunk driving. Happens in USA all th etime.
One thing in Russia, on the highway, you WATCH the road. In dangerous areas, people will still pass another car. Imagine going down a hill on a two lane, simple highway. you car clear to pass, you begin your overtake, so does a guy in an Audi half a mile in front. the bus he is behind is only going 50 and HE must get ahead. by the time HE overtakes his target, you are four cars, side by side ona two lane. the bus hugs the ditch to give HIS opponent room, the car next to YOU hugs HIS ditch to give YOU a bit of breathing room. Happens all the
time. BUT also, Russians forgiveness shows in that if you need an entry into a street or change lanes in bumper to bumper traffic, put on your signal, and you will be allowed to change lanes almost always immediately.
If a man have driver liscence, it doesn't mean that he will follow road rules.
There is joke proverb in Russia: all curious cases begin with the words "Hey, look here how i can!" and all tragic cases with words "You're wrong, look here how need do it". I sure there are many examples of that in your country, just there isn't so popular car DVR for shoot all of that and upload in the Net.
What would you say if you knew that there are more dash-cameras than GPS-navigators in Russian cars? More than a million cameras is sold every year.
And almost each single accident is filmed (in cities usually by more than one dash camera).
