Portugal is not racist at all. 1 of my best friends is Portugese. I have been to his house a couple times and no one there is racist, mean, or anything like that. So i say go to Portugal.
If you manage to get a visa to come to Portugal you'll be ok. Like anywhere you will find some racist people but nothing compared to most European countries I've been in.
Unless you get a house, with so many cats it's difficult to find a apartment. Bought or rented there is a ratio for animals in apartments and many buildings do not allow animals.
Whichever country you chose, you need to realise that it will be very difficult to get permanent residency visas. The breadwinner in your family will need to get a job first and then the employer will assist with the work visa.
I cannot comment on the immigration requirements for Argentina. But, for any European country, getting a job will be very difficult as Europeans have rights to the jobs first. Even getting a job does not guarantee permanent residency or citizenship.
You need to look at the visa information provided on both the Portuguese and Argentine Embassy in your country.
