The Palace has a Summer Opening for about six weeks each year when the Queen is away at Balmoral for her summer break, and then you can see around the state rooms at the back and some of the garden. Other than that, or being invited to a Garden Party, the gates are very firmly shut.
Do not attempt to get in at any other time unless you want to spend several hours at least enjoying the tender attentions of the Metropolitan Police, and even longer doing your very own personal research project on how English magistrates' courts work if the Crown Prosecution Service decides to charge you with "trespass on a designated site" contrary to section 128 of the Serious Organised Crime and Police Act 2005. The maximum sentence for this is a £5,000 fine and/or 51 weeks' imprisonment. The fact that you are American makes no difference.
All of which will make your trip to London very memorable.

Trespass is a crime in America just as it is in the UK.
However Americans as well as other nationalities can enter the grounds but it is usually either by invite or at events such as Party at the Palace or Prom at the Palace, both were in June 2002 but other such events have taken place since. Or the few weeks during the summer when the Palace is open to the public.
A word of caution, under no circumstances try to trespass on Palace grounds when the Gurkha’s are on guard!!
The only way anyone can visit Buckingham Palace grounds is by invitation. However, anyone,including Americans, can visit Buckingham palace and tour certain parts of the building including the throne room.
