You can drink Spanish public tap water just as you can in the UK. The water disagreeing with you is just an urban myth spread by fools (as an excuse for getting pissed the night before).
If water in a public fountain or spring is not drinkable, it is clearly marked - "No Potable" ( not drinkable) - just as it would be in the UK. When I first started drinking Spanish water, it did me no harm. Avoid well water as you would at home.
