That is no longer allowed (the rules changed last year) - you have to do the test in English (or Welsh as you live in Wales)): there is no longer a foreign language voice-over for the theory tests, and you are not allowed an interpreter for the practical.
The driving theory test is only available in English, Welsh or British Sign Language. And the examiner for a practical test will conduct the test in English or Welsh.
This is, after all, the UK, and some road signs are in words. You MUST be able to understand a British language.
No you cannot as you have to understand English to pass the theory test. As said ALL road signs and instructions are in English.
