3. They had better and more compact railway systems (to move soldiers and supplies around.
4. they had the capital to back 1-3 up.
4. The country was largely ethnically cohesive (altho there was a substantial Polish minority in the east).
Russia had more soldiers but a lack of everything else made the country a military mess.
Even as an alternative scenario, The German Empire was more conducive for triumph and would have still been auspicious in "Eastern Front" during the Great War.
The Russians were gallant, tenacious, and valorous, however the technological edge was attributed by the Kasier's Teutons.
