Having family there is a great help, they'll help you learn Portuguese quickly. But you WILL have to learn it if you are hoping to live there.
What is your nationality? If you're non-EU, try and find out about getting Portuguese nationality as quickly as you can, do that right away. If you're British, you can live and work in Portugal, but will probably need to register with the local authorities as a formality.
Everyone speaks English in Portugal, at least in urban areas.
The biggest foreign colony in Portugal is British, therefore they must like here. More than 2 million English tourist land in Portugal during summer time and keep coming every year.
As a tourist in Portugal you can get by with English. As a resident you should always learn the local language, wherever you live.
And if you plan to spend the rest of your life in Portugal you should learn it as fast as you can and make sure you are as near to native speaker level as you can, at age 17 you do stand a good chance of getting to that level but it will require work.
You will get along just fine. You must learn the language, of course, at least at a basic level. People won't mind if you don't speak it at first, but with time you are expected to adjust. The Portuguese are remarkably low profile and welcoming to foreigners, but they have their pride too. If you respect them, they will treat you fairly.
