There are 22 principal areas for Local Government as shown in B'sJ answer.
In addition to these administrative units, Wales has "Preserved Counties" for ceremonial purposes. These are:
Clwyd
Dyfed
Gwent
Gwynedd
Mid Glamorgan
Powys
South Glamorgan
West Glamorgan
There are also 13 Historic Counties
I've completely lost track, and no longer care, especially in the southeast. Back when I was a kid, before 1974, there were thirteen counties, then there were eight counties until 1996, then they reorganised them again into twenty-two counties or county boroughs, and now they're talking about merging quite a lot of them again. Frankly, I never bother writing the country on an envelope when I'm posting something, and just use the postcode.
For example, before 1974 Rhyl was in Flintshire, then it was in Clwyd, and since 1996 it's been in Denbighshire (Flintshire now starts further east than it did before).
Look at a MAP you idiot
NOT the same as we were taught as kids....
