Find universities that teach the course you are interested in. Have a look at the university's website for a page aimed at International students, and this will tell you how to apply. If you want a course taught in English, then it will be expected that your application will be in English. I was looking through one site a couple months ago and it was told that everything should be written in russian to apply that university.

Just, teaching in russian universities is in russian language, i.e. you just need to know russian, may be, exluding case if you want to teach english language.

On the other hand, if you'll write in english, may be university will recommend you good russian language lessons.
