Hilverch: I don't doubt what you say, but we've been stopped twice recently and neither time did the police speak English. Once was in Malaga and the other was locally inland. I have spoken with the police up and down the coast for over 30 years and always had to speak Spanish!
If you are in France, the most rational thing is that you contact french police (Gendarmerie?). In Spain, you could contact by mail in the internet site with Guardia Civil or Policía Nacional, but it depends about your cuestion. They have different competences.

We certainly found one when we needed to go to the police to report a theft. And I speak fluent Spanish. It was actually great fun. He was part Andaluz and part British, working in Barcelona...picked up on my Andaluz accent instantly...we had a great time. Too bad my hubby lost all his credit cards! Oops!
It really depends on your reasons for wanting to contact the police and which Police force you wish to contact.

REIVER..............sorry to contradict you, but most young policeman where I live speak more than enough english to help you out, also do something wrong/illegal THEN you will find out much they CAN actually speak!
A few years ago in my home we had need of an ambulance, because by mistake we rang the police number, they sent the ambulance along with 2 gorgeous policeman in a patrol car - both spoke perfect english.
