I think not. I was in a residential school for naughty boys and quite a few were from Hartlepool and the north east. I'm not being a snob, I'm from a bad area myself, but all those boys in that school all came from bad areas too.

That depends on your own standards. I would not live there. Don't move anywhere without going there first and having a good look around
