A work colleage who is black went to Romania some years back and had a load of hassle. They thought he was a gypsy and they hate the gypsies there. He ended up being arrested by the police and spend several hours in a cell, simply because the police thought he was gypsy.
I had a Russian friend once who told me that most of the former communist countries are very racist. Mainly because they are not used to large scale immigration from the third world, like USA or Western Europe.
All that aside, I am sure if you stick to the main tourist areas, you will be fine !

Romania is a not a dangerous country for tourists .
Gypsies are not black and no one will ever confuse a gypsy with a black person but I have to say some people have prejudice and you may encounter some hassle. Like every country Romania has it's bad apples.
There are tourism agencies that offer tours to gypsy houses but is a "sanitized" experience. They are real people and not a tourist atraction . You can be lucky and meet some nice people or you could meet the beggars and the pocket thieves .
Don't treat other with prejudice If you don't want to be treated with prejudice .
Tourists from all over the world visit Romania each year, and have no safety issues whatsoever. There is no reason to think that you will have problems.
You may well see Gypsies, after all they live all over Europe, but they are not a tourist attraction! They do not take kindly to strangers and are unlikely to want to speak with you, why should they!
You will meet lots of gypsies begging for money.
if you are from latin america or the middle east, they can confuse you with gypsys. they hate gypsys so they would try to kill you
