Some people are racist and others are not.
In either case as a tourist it is totally unreal to even think any of your group is going to "hook up" with a normal nice Hungarian girl. More like you guys are out for "working girls' You just don't have enough time
to get to know any real women in Hungary.
They are a bit old fashioned and are smart enough to not get involved with anyone just there on a holiday for a good time.
Your question really doesn't fit the situation because working girls like everyone as long as they have the $.
Most nice girls are already snapped up by boys they have known for years growing up with.
I know a few "black" women who are planning on moving to HU and from their experiences there has not been much racist activity towards them.
It all depends from person to person. Somes will be racist, and somes will not. Younger generations may not be, but he should keep in mind that in this part of Europe, black people aren't that common, so he might get a lot of looks, but it doesn't mean that he is jugded because of his colour, it's because they simply aren't used to see black people there.

Racism exists everywhere and let's no kid ourselves. It is up to individual persons how to deal with a situation like that and how they will react or try to ignore it.
As a visitor I don't think your friend will have any problems as long as he acts respectfully for the people and being in company with whites will certainly help should anything arises.
is this question in English? :-) well, as a tourist you will not find racism, and i think it is not even a deep true "hate" issue, but more about the "fear of unknown" issue in Hungary. since it is not so far back that the country has opened totally, there is no true "experience" of all the human colors(hungarian racism mainly against jews), they did not have colored people in kindergarden or preschool ect...so, in a way color is even exotic for many hungarians :-)
