There is no cold war. It is the U.S. ginning up hostility toward Russia using Ukraine. Neither power is going into actual combat. A cold war you avert threats or attack and just spy on your adversary.
You are allowed to travel to Russia, unlike during the actual Cold War where no American could go there. The U.S. has economic and financial restrictions against Russia relating to the Ukraine problems which the U.S. caused in the first place.
Nothing is dangerous inside of Russia. America is more dangerous.
All parts of actual, mapped Russia is completely safe.
By the way, even thought you stated that you have been to Russia times before, I hope you know that the only way to be completely safe in another country is to speak their language.

Russia is not dangerous, I think your talking about Chechnya/Dagestan etc and no you should never visit these places
