Very similar yes, because the two places are very close to each other. A city of Manchester accent though is more nasal and pronounced than a Lancashire one.

YES, in view of fact Manchester & Liverpool etc in HISTORIC county of Lancashire....Manchester accent differs from that of places around in Greater Manchester...Is influenced by accents from the south, even into Wales as is that of Liverpool....RE Lancs today..NOT one accent...Burnley different to Preston etc...

Fairly similar - after all, Manchester is in what was historically south Lancashire.
