It sounds like someone immitating one of the contrived "black" accents from south London; who is trying to be a "cool rapper" but is really just sounding stupid.
It is certainly NOT a typical or common English accent and you won't hear it in most other places.

Yes, but with a very West Indian intonation. Obviously from a black person or somebody trying to copy one.

Central London or so,,, slightly loses it towards the end, as the rap intonation takes over.

Yes, but put money on it the man is a Black British one.
