I would vote England, mostly because in Italy, the primary language is Italian, rather than English, which would make it difficult to interact with many of the people of Italy.
NOTE: i am not criticizing Italy, it is a wonderful country.
I spent over 13 years living in Mirandola, Italy and loved it there. I can highly recommend Italy - beautiful art, architecture, scenery and music, interesting local festivals, great people and food. Beaches, mountains, lakes, the ocean, historic sites, world class museums and galleries and a lot of varied things to see and do. The best part is the wonderful Italian people. It's very easy to get out and explore Italy and further in Europe using the trains or budget flights. In early March, the weather won't be great in either, but it's more likely to be better in Italy.
If it's any help, the weather in Italy is likely to be better than in England.
For me Italy is better than the England.
In Italy there are beautiful places and if you travel all Italy you comprehend this.
Is a place very historic and you eat in a fantastic way.
In March you find the weather sufficiently good, and the people are very available to help the tourists.
For me if you will go in Rome, Venice, Naples, Florence ecc you will love the Italy, i am fond it and for me for as regards place, weather, art, culture, food and story is a one of place better in the world.

Go to the place farther from you. You can do the closer one yourself, cheaper that way.
