London is not particularly rainy compared with a whole host of world cities and has a very moderate climate with few extremes. California is a large state, London a city so the comparison is a little odious, but London and england are so much better to live in than California
Hollywood likes to portray London as raining or foggy. In fact, although there is often a lot of cloud, London receives less annual rainfall than Rome. It rarely snows in the winter. It can become quite hot in the summer.
There has been very little rain in London for weeks.
If you are American, you will need a visa to live and work in London. You should look at jobs on the Shortage Occupation List.
Additionally, I suggest you come to vist first and find out what you think of it. it's not like in the movies but it's still very nice!

What's your citizenship, and what are you studying?
Unless you hold citizenship, you'll find it very difficult to move to either, as work visas are a challenge.
There are NO work visas for teachers (other than some specialisms) or actresses (unless internationally famous).
