A beach in the summer
I'm told that Newcastle upon Tyne is popular for men going shirtless. Anywhere else that is not a beach just looks like posturing. Most shops and pubs will not admit shirtless men, even at seaside resorts.
Anywhere, there's no law that says you have to wear a shirt. If it's a really hot day, it looks normal for a guy to walk around with no shirt, lots of people do it.

stick to the beach or local park ...I was escorted out of monte carlo by two police on motorbikes ..I was walking ...my crime ? shirtless ...it was over 80 at the time

Depends on what your family can afford, what they like and what jobs are available in any area
His bathroom, the swimming baths, his garden. NOT the High Street, NOT the bus or train and definitely NOT the pub or the shops.
Anywhere but everyone will think you are a poser.
