Basically you should move over into the first lane and stay there unless you are overtaking. Do not "hog" the middle lane where there is nothing in the inside lane. The three lanes were never intended to be used for "slow, fast and overtaking" that is an urban myth.

Overtaking the second lane. You should keep to the left at all times except when overtaking, and the speed limit for lorries is lower than for cars, so you may find that in practice you're driving in the second lane and overtaking in the third if the first is full of lorries.
Lanes 2 and 3 are BOTH for overtaking
The third lane is for getting past the people who are in the second lane and not moving over.

You use the lane you need to use and drop back down when not overtaking. At night on the M25 you use the left hand lane because there is nothing apart from trucks which you overtake and drop down again.
Preston bypass M6 was not the first motorway to open. Middle and outside lanes are both overtaking lanes.
