Madrid is such an amazing place. I spent the whole summer vacation of 2011 there and I had the best time ever. Straight to the point-they do have some of the best tapas served in Spain. My fav place to have tapas was 4 de tapas but I can't find their website. I only found their address - Calle de Barbieri 4. They are great and pretty cheap, which is always a plus for me.

Villages outside of cities are the best places. You go into a bar, buy a drink and they give you a free tapa!
You can get tapas at almost any bar.
In the evening, visit "Jose Luis" located at calle de serrano.
Also, On weekend visit mercado san miquel.
