During the late 70's, in an accelerating rush during the second half, until the coup d'etat in 1980, there were films called "sex-adventure" where there was plenty of frontal nudity. These films had some sort of a silly plot where the lead actor (ironically played mostly by gay actors) banged the leading and supporting actresses during the whole movie. Most probably you came across one of these.

You probably saw her pubic area. You wouldn't be able to see her vagina all that easily from an upright angle.
Full frontal nudity is nothing strange in European films, what's your problem?
That would be quite difficult since the vagina is INSIDE a woman.
