Spanish schools teach in Spanish, not English. There are a few International schools, but these are very expensive. As you see this as a permanent move, it would be better to send the children to the local Spanish school. You will be surprised how quickly they will pick up the language - they will be fluent in no time. Local schooling will also help them fit into the community and adjust to life in Spain.

Unemployment in UK is bad but it is a lot worse in Spain and in a recent visit to Salou there was more african and moroccan people there than there was Spanish people and it has went downhill a lot in recent years and not a place I would raise children, the only chance of a job in Spain would be a cleaing job during summer time in hotels or possibly a pub job but most of them go to young single teenagers, Good Luck
