Wrong question, my friend, all beaches are topless. In fact it's something quite usual.

In Barcelona there is also a nudist beach, called Mar Bella on the Poble Nou district.

A girl can sunbath topless on virtually any beach on the coast of Spain. From LLoret Del Mar to Huelva. On the north of the country the big one is Santander. The difference is the north coast is foggy and cold a lot of the time. I myself sunbathed topless on Blanes, Barcelona, Torremolinos and Sitges so I'm relatively certain of what I say. All the beaches in the Balearic Islands are topless. In fact you can proabably sunbath topless on any river bank, at any public pool or on any lake in the country and no one will bother you.
