There is no end. There are 140 million people in Russia, too many to kill them all or assimilate into another culture. There is no hope for change either, last 300 years have proved it.
If you are talking about superpower status, it has indeed ended in 1991. Moderrn economy and militrary are about precision and coordination, and Russian culture is not very good at those.
