There was a eagle on the coat of arms used on the flag during the dictatorship, this coat of arms is illegal now. However its not illegal to have or to display that symbol, but it can't be use for official things.

And there is a lion in the coat of arms that is legal now, but the constitution doesn't require the coat of arms to be on the flag.

I think you mean the Osborne bull which was featured on a lot of Spanish flags waved by fans in the Euro cup final.
