What is the safest country for exchange programs?

All of your choices are safe as long as you do not stay in the suburbs of 2 or 3 French and German cities and even there it is mostly not a problem. In the USA those suburbs would be seen as just less than quiet, not as danger zone.

Switzerland is very expensive, which is a reason for most people not to go there.

Denmark and Finland are not cheap either but not as expensive.

Pick Germany or France unless you want to be bored and surrounded by languages that are only spoken by tiny minorities on a world scale. In Germany and France you can pick up some of the language as a side effect, which might actually come in handy someday. Between the 2, Germany is safer.

Of the ones you list, probably Switzerland followed by Denmark and Finland. France and Germany are also generally safe, but they so have troubled-minority populations in some cities.

They're all reasonably safe - and all are certainly a LOT safer than anyplace in the US.

Nowhere is as dangerous as the USA!
