It does remain a second or third line rifle in Russia. However, most of the stock is being sold off as surplus. That's where our Mosins are coming from.
After WWII, Mosins were refurbed and stored in warehouses for occupation forces should the Cold War have turned hot. They were also given to revolutionaries if said revolutionaries were of Communist tendencies.
The Mosin is still being phased out, but it's not gone away yet!

There was constructed many modifications of the riffle. Mosin rifle model 1981/30 retried in early 1945, but carabine 1944 model is manufactured until production the AK (i.e. 1949)
Izhevsk plant shortened barrels and butts of preserved rifles model of 1891/30, which were released in large numbers, and entered service the private security and other civilian organizations.
The weapon is still very active, I own one and love taken it to the range, it is a cannon and people love to shoot a round or two. What you need to look for is what armory it was made in, google it.
It's out of the military since the end of WW2. Still used by some MIA security units (Ministry of Inner Affairs, the police structures basically).
