Prior to the Balkan War it was Yugoslavia but to be honest I haven't been there since.
Prague has become trendy so it's hard to imagine your friend living on a budget there.

All eastern europe countries, exept the areas next to theyr western border, or Special touristic towns. such as Prague.
Also some areas in eastern Germany are quite cheap.
Most certainly Eastern Europe. 3rd world countries, really.
Western Europen countries are Cheap
Yugoslavia no longer exists.
Cheaper countries are former Soviet block countries, Spain and Portugal and Greece.
I think Jugoslavia, Albania, Bulgaria, Romania.
Macedonia.
Cheapest are Eastern European, the most expensive are Northern European.
