I have a friend who was born Russian and adopted by an American couple. She is very anxious to get in touch with her Russian roots, so she uses this to brush up on the language and ask questions about the culture and people there.

Social networks are good, when you'll find significant contact list, but at first time, will be better using penpal sites like sharedtalk.com or interpals.net

Your local library may have free conversation groups, or contact a Russian organization where you live.
