If you want to chat on the internet, get yourself a computer that has Russian characters on it, and then go to a site called Interpals. I have a friend who was born Russian and adopted by an American couple. She is very anxious to get in touch with her Russian roots, so she uses this to brush up on the language and ask questions about the culture and people there.
You can chat with russians on social websites like as Facebook ,twitter ,yahoo etc.
In RU-net, of course! You can try, for example, like we - using answers service, largest is at mai.ru, but from google isn't so small too.
Social networks are good, when you'll find significant contact list, but at first time, will be better using penpal sites like sharedtalk.com or interpals.net
In Russian chats, social networks (facebook, vk, odnoklassniki, livejournal - it's still rather popular in Russia), there are some Russians on pen pal sites (interpal).
Your local library may have free conversation groups, or contact a Russian organization where you live.

you can also try interpals...it's site with language exchange, a lot of russian ppl use it!
