Walton-on-Thames is in Surrey, that is outside London
In the administrative sense, Walton -on-Thames is not in London but is in the county of Surrey.
However in the sense of physical geography, Walton-o-T is part of the London conurbation or 'continuous built-up area', as there is no real countryside separating it from London. You could travel from central London to Walton without passing through any truely rural areas, apart from seeing one or two fields with riding horses (but no cows, sheep, etc), parks or grass-covered reservior banks.
