Albania for sure, except for some parts of Tirana the country is one big garbage dump.
Albania would be quite a beautiful country if not for all the filth. They have a stunning coast, but until people there learn how to throw garbage in trash cans, it will be seen as a very dirty country.
Ukraine is not the ugliest country of course there are places which are not wonderful but there are beautiful
Ukraine and Northern Ireland.

considering the amount of damage these 3 countries have caused to the world it will be them...IF you actually consider them part of Europe (i don't).

From what I've seen I have to say Bulgaria. Dirty, cunning people, stray dogs, homeless people.
I may sound weird, but I think it is the coastal areas of Croatia. They are dirty, expensive and touristy. Also there is nothing to do there.
If some ppl have bad experience they say even Romania,my land,might be also.
