You can bet your bottom dollar that Liverpool city hall will be interested in anything you have to complain about. After all, L'Pool is a famous city - home of the Beatles and etc. The city needs to put on a good show to the world and not have visitors experiencing a bad time while there.

Start off with the owners of the hotel and then if it is a food safety issue or fire safety issue the Liverpool council Environmental Health Dept
To the hotel in Liverpool. You always start with the company's own complaints procedure. Only if that gets nowhere would you consider any other complaints service.
Firstly to the hotel directly, and if you then get no joy look at what local environmental office can do if it relates to such issues. If you just had a bad stay, then why not post a review on trip advisor.
Unless if it is to do with Environmental Health or lack of Safety, nowhere except the owners of the Hotel.
