It's not Russia's initiative. Sweden is goading Russia. They are making unsubstantiated claims about Russian ships in their waters but it is not so. My guess is the U.S. is behind this effort to make Russia look like the villain. Just check out your source of information. There is a lot of American controlled propaganda to diminish Russia's influence and importance in the world. The U.S. is very backward and infantile in its outlook. Better to be partners than enemies.
