Cab (citizens advice bureau), just google it and search for the nearest store and go see them
Trading standards (more to do with complaints when a store/site is selling somethin illegaly or you have been treated badly, this is were you will get the best results)
You may end up having to settle for the satisfaction of exposing them and damaging their business while saving others the same fate, sometimes sending them the list if sites you plan to expose them on can motivate them to correct the problem. Agencies like the U.S. Federal Trade Commission seem to only go after sites with thousands of complaints.
Try searching "thesitename.com" scam, others complaints might already appear on sites like ripoffreport.com, scambusters.com
