If the tenant caused the blockage, he is responsible for the cost to clear the lines and clean up the flood damage.

If the main line backed up due to tree roots breaking it, the LL is responsible for the cost to repipe the property and the cost to repair the flood damage (but not the cost of damage to the tenant's belongings - that's what renter's insurance is for).

If the problem originated on the other side of the water meter, the utility provider is responsible to clear the blockage.

Unless the tenant did something to caused the main line to be blocked the landlord is responsible. If the problem originated at the street then the city may be responsible. All depends on what exactly caused the blockage.

The landlord is not responsible for any damage to any personal belongings. that is what renters insurance is for.

usually the landlord is responsible for this and any damage to the property. BUT NOT!!! your personal property, that is why you have renters insurance.

Of course, if you caused the blockage, then you would be at fault.

you are...are you talking main storm drain from the street that backed up due to a flood...and water backed up to the foundation and seeped into the ......landlord is responsible.....tenant would be responsible if they clogged a pipe for putting a diaper down the toilet
