It is standard to charge a first full months rent. Usually the 2nd month is prorated.
If you agree to it. It is not standard in the private sector to charge like this. Vacancy time periods are built into the overall price they charge tenants.

I am moving into the apartments at my univeristy. Our move-in date is scheduled for the 17th of the month, but I am being told that we are required to pay for the entire month because they use "the first two weeks of August to make ready all vacant rooms."
This does not sound right to me. Can they charge me for a full month when they aren't letting me live there for the full month?
