You are under no more obligation to give a "ten" rating than they are to give you a garage door opener.
I'm not sure what you'd report him for. Refusing to behave unethically by compensating a customer for a positive review?
I doubt paying for customer reviews (or not paying for customer reviews) is something any regulatory agency is going to care about.
And it's not breach of contract because it's not in your contract.
Sorry...I understand it sucks to get burned by someone you weren't thrilled by...chalk it up to a good learning experience. Home improvements are better off done by contract, not a wink and a handshake.

Labor charges would have been several hundred. He didn't promise to eat THAT cost... or did he? Let it go. There's nothing written, and you cant win in court based on what you think you heard.
If it wasn't in writing, it'll be hard to prove. I'd suggest writing to your builder and requesting that he honour the promise he made e you kept your side of the bargain.

My superintendent that oversees the construction of our new home pulled us in the office when we closed. We were getting ready to take a survey regarding the process and our satisfaction with the people involved. He told us he's had a rocky year and that if we rated him a 10 with good remarks he'd give us an electronic garage door opener, with 2 remotes and a keypad on next week (this was 2 weeks ago). Nothing is horribly wrong with our house, it passed inspections (our own inspector) and our banks (usaa), the home is beautiful and we are happy. We did have issues with the superintendent not meeting deadlines, lies, run around etc..any unhappiness would've been at the fault of him. Long story short he told us we can't get the opener and we've already done the survey. What can we do? Were we stupid to believe him? Can he be reported? We really did want the opener bc our celing in the garage is around 30ft high due to the construction of our house...we have 13 steps in the garage to get into the house and the cost of materials and to install us over $700 thanks.
