People do it all the time. Just make sure you buy flood insurance. Flood zones generally mean the property has flooded in the last 100 years.. not necessarily that it will ever again. You will want to know where the 100 year line is on your property. If it has touched the actual home I personally would not buy the property- but if it's 20 feet away from the home I would consider.

If you are paying cash there is no requirement for homeowners insurance or flood insurance. You make the decisions (or your mom, if they are paying for the house).

But there is no way a smart homeowner would not purchase homeowners insurance, title insurance or flood insurance (if you are in a flood zone).

In an area that has been badly flooded in the past you absolutely must have Flood Insurance outside of your homeowners insurance in order to qualify for a mortgage. Since you don't even remember what the designation is much less what it means I suggest you start by educating yourself.

yes - Bad. Flood Insurance will be extremely expensive and you might not get a mortgage without it - I wouldn't buy a house anywhere that is less than 100 feet above the closest river/lake/ocean

You can buy a home anywhere you want, however, if it is in a 'Flood Plain' area - then you MUST purchase 'Flood Insurance'.
