The UAE isn't a tax free country buddy, they just don't charge any income taxes on its citizens.
Depends where you purchase the residential property. Example in Orlando, Florida I see you pay once per year both city and county property taxes. While Fort Myers, Florida you pay once a year just for county taxes. Reason for tax is this pays for in case your property catches fire, street lights and perhaps the garbage pick up. How the city and county asses each property is still a mystery to me

Being a guest and on vacation in the United States, is not having earned income in the United States.
There are some local taxes that you might pay for the purchase of clothing, food and other consumer items as most states charge a state tax for retail items, in some this include the purchase of food also.
You would be charged this tax on each buying transaction you make. It is not something that you would amass and be required to pay in one lump sum.

Your business/employment income is not relevant to buying property internationally. You're using the property as a vacation home, not a primary place of residence.
You can buy property. You will also pay property taxes. The taxes are based on value, city or county where you are buying among possible other assesments. Contact the tax collector of the county you wish to by property in with a value among other things. No one can give you a definitive answer with such limited info.
