I speak from experience when I say that our company chose to buy a ready CRM system and just develop the strategy. It is much easier and cheaper this way than to develop your own CRM software which requires a lot of work and time. It depends, if they have a very unique requirement that is not available as a product then they build it or most of them prefer to buy ready to use product as this is already tested and can be implemented faster
