You may not break the lease because of your neighbors smoking. Most cities have established laws that would prevent tenants from smoking inside their rental units. This is normally an illegal act.
You might find out if such a law has been enacted in your city. If so your neighbors would not be able to smoke within the rental unit itself.
You may complain to your landlord that these tenants are smoking in their rental unit. Your landlord might take action by issuing a lease violation of might do nothing at all.
If it is against the law to smoke within a rental unit you might consider calling the police for this violation, however, don't expect to hear the sirens any time soon. Ia m sure this would not be high on the police list of arriving at this criminal site in a manner that would cause the sirens and expediency on the part of the police officers.
By the tenants not be legally allowed to smoke in their rental unit, it does not preclude them from smoking outside which might be under your window or close to where the smoke would still be able to penetrate your rental unit in some way or the other.

You can break a lease, but it will be you, and only you, that ends up paying for it. And a lawyer will tell you the same thing. Unless there is something within your lease that specifically states that the apartment (complex) is non-smoking. Otherwise you just have to deal with what your neighbors do. Trust me, you will always find something wrong with any sort of neighbors that you have. . . they are loud, they do or sell drugs, they have kids who run around all over the place, they block your car in, etc.

This is my second month in my apartment and my neighbors across from me smoke and the smell fills the hallway and it comes into my place, it really bothers me.
