HARP may work, if that doesn't, no way.
It would be difficult to tell a new mortgage lender why you want to refinance your mortgage loan and was not able to pay your mortgage loan for a three month period. Refinancing your current mortgage loan with you being three months behind is virtually impossible.
Your best bet is to negotiate with your current mortgage lender. There are many federal modification programs available to homeowners that are experiencing difficulties in paying their current mortgage loans.
You would need to contact your current mortgage lander to find out about potential solutions you might use in your situation. Don't be deferred by a receptionist. Ask to speak with a manager or supervisor.. You would want to speak with someone that is aware of the variety of potential programs that would assist you in your current financial situation.
You would be required to contact your current lender. They have no idea of the financial problems you are experiencing. The only thing they are aware of is that you have failed to pay your monthly mortgage for three months and probably will not pay for a fourth month.
They have no idea if you have been laid off from you current employment, if t here are family medical problems of even a death in the family.

That would depend on what you are refinancing and the lender and the terms of a loan.
Most places other than HARP mortgage loans want you to be current before they will modify terms of a loan; but talk to the lender. Sometimes it is in their best interest to modify to get you up to date and have you stay that way.
