The landlord is not responsible for helping you pay the rent.
If your job does not pay enough to afford it year round - get a new job or change your spending or find a place to rent that is less expensive.
The landlord is responsible for fixing items that make the place habitable, whether you are paying rent or not. This includes providing hot water, electricity, a stove, etc.

He cannot do a constructive eviction and refuse to fix significant issues. Even if you aren't paying rent, he is still required to maintain the property. He is NOT required to fix cosmetic issues. He is only required to keep the property habitable and safe.
I am NOT telling you that you are in the right here. It's shameful to steal from the landlord by refusing to pay rent. If you can't afford the place you live, you move out or you get another job.
The landlord is under NO obligation to allow you to clean apartments in exchange for rent. Their financial status is none of your business and is completely irrelevant.
If the property is in dangerous condition or you are missing something required by law, like heat, water, or a working toilet, then you find whatever housing department is takes these complaints and you file one. You will have no standing if your complaint is that you aren't "happy". You will have no standing if the complaint is a loose closet door. You will have no standing if the complaint is a broken light fixture in your bedroom.
No matter what you think or feel, the landlord is not required to make "you happy". If you have a repair issue, you address it under your state laws. Under no circumstances can you withhold rent without a court order. Then the court will allow you to place rent in a court appointed escrow account until necessary repairs are made.
Failure to pay rent, no matter what reason, can lead to eviction. Who are you going to report him to? Your landlord probably owns the building and failure to make repairs isn't illegal. He'd probably be happy if you would pay your rent. Then repairs might get done.
You are kidding right. You can not figure out why the landlord is not willing to come and fix an apartment that you are illegally living in by not paying the rent.

I been complaining to my landlord secretary about things that are falling apart and coming loose in my apartment. But for some reason the secretary told me that he not going to send a maintenance men to fix the problem cause I have not been paying the rent. I told her why I have not been paying and I even asked if she could asked him if I can clean the empty apartments. She then told me that his wife is going to do it. for free! And his wife is a school teacher and they get paid during summer. I don't make enough money right now since I am a school bus driver and my unemployment checks is really not enough.
Is there a way I can turn him in for not doing his job by keeping his tenants happy???
