They will accept your money, but you can['t make a payment plan unless you own the home.
When you pay property taxes, this in no way allows you any ownership rights. It becomes a gift. You pay property taxes in a lump sum. Usually most governmental entities will arrange this to be two payments, just one or two months apart.
The government would accept payment in full from you; but I doubt you could set up a payment plan without your name on the deed (because you have no vested interest so no right to make a contract).
so, get a loan, and pay back the loan over time.

Anyone can pay the taxes however, no plan can even be discussed with you since you are not the owner.
